GTA 6: Jennifer Kolbe, from Take-Two's front desk to Rockstar VP
Jennifer Kolbe started at the front desk of Take-Two and now runs publishing at Rockstar Games. In September 2026, her statement on a 32 player online format surfaced in Rockstar's filings at the Glasgow employment tribunal.
: Added what she told Bloomberg on October 14, 2026: crunch on GTA 6 compared with Red Dead Redemption 2, and the security case for ending remote work.

Jennifer Kolbe is a senior executive at Rockstar Games, the studio behind GTA 6. Kotaku in 2018 and Bloomberg in 2024 called her head of publishing, Game Rant named her vice president in 2022, and filings quoted by Rock Paper Shotgun on September 11, 2026 call her a studio director. She started at Take-Two's front desk, and on February 28, 2024 she called staff back to the office five days a week.
Jennifer Kolbe runs publishing at Rockstar Games, the side of the studio that plans how and when its games ship, including Grand Theft Auto VI, due November 19, 2026 on PS5 and Xbox Series X|S. Rockstar Games has never published a biography of her.
From the front desk to the top
In October 2018, Harold Goldberg wrote in New York magazine that she “rose from a job at the front desk of Take-Two”, Rockstar’s parent company, “to one of the most powerful positions in video games as Rockstar’s head of publishing.” The year she joined has never been made public.
Her title depends on who is writing, and when:
| Date | Title given | Source |
|---|---|---|
| October 14, 2018 | head of publishing | Vulture (New York) |
| October 23, 2018 | head of publishing, oversees all Rockstar studios | Kotaku |
| April 6, 2022 | vice president of Rockstar Games | Game Rant |
| February 28, 2024 | head of publishing | Bloomberg |
| September 11, 2026 | studio director | Rock Paper Shotgun |
The titles overlap rather than conflict: Wikipedia’s Rockstar Games page lists her as vice president and as head of publishing. It sums up the leadership after Dan Houser left on March 11, 2020: Sam Houser stays president, Kolbe runs publishing.
Crunch, from Red Dead Redemption 2 to GTA 6
On October 23, 2018, three days before Red Dead Redemption 2 came out, she was among the executives who answered Jason Schreier, then at Kotaku, about hours at the studio. “There are absolutely people who, at various times, worked really long hours,” she said, while arguing that some staff were exaggerating theirs.
She told Kotaku she used to come into the office nearly every weekend until about two years earlier. “I don’t know if I was inadvertently sending a message to people that because I was here, they needed to be here.” Then: “I think we’ve realized that it’s not sustainable.”
On October 14, 2026, Schreier, now at Bloomberg, asked again. Rockstar Games had grown from 2,441 employees when Red Dead Redemption 2 shipped to 4,711 across 12 offices in 2026. Gamekult adds that the studio reset expectations on how fast tasks get done and paid overtime better.
“It’s not been perfect, but it’s certainly better than Red Dead 2 was. Anytime I say we haven’t crunched, someone is going to say, ‘I did.’ And I don’t want to get into arguments with individual teams or individual people. But I think we did things differently, and I’m proud of that.”
Bloomberg says it spoke to dozens of employees who mostly expressed positive sentiment about less crunch and the removal of managers who were abusive or tough to work with.
The 2024 return to office
On February 28, 2024, Bloomberg reported on an email from Jenn Kolbe to staff: Rockstar Games wanted them in the office five days a week from April, citing productivity and security. “Making these changes now puts us in the best position to deliver the next Grand Theft Auto,” she wrote, “along with a publishing roadmap that matches the scale and ambition of the game.”
Bloomberg reports, as relayed by Gamekult on October 15, 2026, that staff cannot reach Rockstar’s servers or tools outside the office, so staying home for childcare or an emergency costs a vacation day. Kolbe puts the rule down to security: “I think if we did not have a game that people wanted to steal as much, maybe it would be an easier conversation.”
The Glasgow tribunal
Her name came up again on September 11, 2026, in filings Rockstar Games submitted to the Glasgow employment tribunal, where the studio is defending the dismissal of 34 staff. Rock Paper Shotgun, which received the documents from Rockstar and Take-Two, quoted her statement:
“To see team members sharing details regarding online player numbers for a confidential project, not yet in the public domain, was extraordinarily alarming.”
The documents do not say whether this 32 player format belongs to GTA 6 or a new version of GTA Online. Everything Rockstar has said about multiplayer is in GTA 6 online mode.
